Tallinn to support digital initiatives for small businesses

The Tallinn city government at a sitting on Wednesday adopted a procedure for granting support for digital solutions aimed at small and micro enterprises with an annual revenue of 20,000 to 400,000 euros, informs LETA/BNS.

Tallinn Deputy Mayor Aviar Riisalu said at a city government press conference on Wednesday that micro and small enterprises are important employers for the city and securing employment is important for the city, among other things because the city's budget depends very much on personal income tax. He added that the development of the measure had already begun before the recession caused by the coronavirus outbreak.


According to the city government, support can be requested for the acquisition of a new software license, payment for software services for up to 12 months, development costs of an individual digital solution that meets the company's own needs and one-time setup and training costs related to implementing the solution.


The digital solution can be, for example, a new personnel management and marketing software to be acquired, a warehouse management system, an e-store solution or a booking system. Acquisition of software supporting the applicant's main functions and office software, such as accounting, word processing, spreadsheet, design or photo editing programs, is not eligible.


According to Riisalu, self-financing of at least 30 percent of the total project volume is mandatory. It is also a precondition for the support that the applicant is engaged in the creation of added value in the form of production or provision of a service, thus commercial and intermediary enterprises are not eligible for support under the measure. The company must have had at least one full-time job position in the last six months.


The budget of the first support package is 64,000 euros, it is possible to apply for up to 6,000 euros per company. At the same time, Riisalu added that if the measure turns out to be popular, it will be possible to make new decisions regarding the amount of support.
