Binders, LNK Industries and Latvijas Tilti to build overpass in Riga for EUR 42.5 million

Suppliers association OTC has been awarded a EUR 42.5 mln contract to build a new overpass in the neighborhood of Sarkandaugava in Riga, LETA was told at the Transport Department of Riga City Council.

The contract provides for construction of stage 1 of the overpass across the Riga-Skulte railway line. According to information available on the Public Procurement Monitoring Bureau's website, OTC unites three construction firms: Binders, LNK Industries and Latvijas Tilti. 


The value of the contract (excluding VAT) is EUR 35.11 mln. EUR 27 mln of the project's costs will be paid with financing raised from the European Union's Cohesion Fund, EUR 1 mln will be provided from the government budget and the rest will be paid by the local authority. 


Ilze Dimante, a representative of the Transport Department, said that construction works are expected to begin in April to build a double-deck overpass between Viesturs Prospekts and Tvaika Street.


The project envisages traffic solutions for motor transport, pedestrians and cyclists. The overpass is expected to relieve traffic congestions in the area and improve road safety, the local authority said.


A tender to construct the overpass was first announced in February 2019 but it was appealed twice. The first complaint, which was lodged by BMGS, was later withdrawn. 


The second appeal was filed by the supplier association of A.C.B., BMGS and Tilts, but the Public Procurement Monitoring Bureau dismissed it, allowing the city council to award the contract to OTC.
