The court ruled that the legislative norm does not comply with Articles 112 and 113 of the Constitution, but compliance with Articles 1 and 105 will be reviewed separately.

Part 3 of Section 56 of the Law on Higher Education Institutions and Paragraph 49 of Transitional Provisions have been found unconstitutional.

The Constitutional Court also decided that the contested norms will lose force as of May 1, 2021.

As reported, 20 parliament lawmakers from Harmony party turned to the Constitutional Court in respect to the legislative norms, stipulating the requirements for use of the official language that limit academic freedom on founders and lecturers of private higher education institutions, breaching the Constitutional rights for education.

Also, Harmony members believe that the right of private higher education institutions to implement licensed study programs in foreign languages are breached.
