The association said Männik was declared the Friend of the Taxpayers for making the central bank more open, which was expressed mainly in changing the management of the central bank and also revealing transactions connected to the VEB Fund.

Economy minister Juhan Parts received the Enemy of the Taxpayer title because the association thinks that the minister has to eventually bear the responsibility for the difficult economic situation of the national carrier Estonian Air as he as the representative of the taxpayers, is in the role of the shareholders general meeting.

The association said that what has happened in Estonian Air refers to the need to implement firm principles for the state-owned companies' activities, including forming their councils.
