In Q1, there were 2,009 new buildings completed in Lithuania

In I quarter 2020, there were 2,009 new residential and non-residential buildings completed, i.e. by 14.2% more than in the respective quarter of 2019. Over the quarter, 1,856 new residential buildings with 3,462 dwellings were completed, of which 60.2% – in individual houses.

The useful floor area of the new dwellings completed amounted to 354.8 thousand m² and, compared to I quarter 2019, increased by 5.1%. The average useful floor area of a dwelling in individual house amounted to 134.1 m², in block of flats – 54.5 m². One new building for residential purposes (hostel) for accommodation of persons belonging to various social groups with useful floor area of 1.7 thousand m² was completed.




In I quarter 2020, 53.5% of new residential dwellings completed were in Vilnius county, 20.3% – in Kaunas county, 13.2% – in Klaipėda county. In I quarter 2020, 152 new non-residential buildings were completed. The total floor area of those buildings amounted to 186.4 thousand m² and, compared to I quarter 2019, decreased by 48.5%. In terms of the total floor area, new industrial buildings and warehouses (65.9 thousand m²) and trade, catering enterprises and hotels (32.8 thousand m²) completed accounted for the largest share. In terms of the total floor area, 33.3% of new non-residential buildings completed were in Klaipėda county, 30.5% – Vilnius county, 16.5% – Kaunas county.


In I quarter 2020, the start of construction of 1,348 new residential and non-residential buildings was recorded, i.e. by 46.5% more than in the respective period of 2019. Over the quarter, 1,239 new residential buildings with 2,022 dwellings were completed, of which 67.1% – in individual houses. The useful floor area of the new dwellings whose construction was started amounted to 217 thousand m² and, compared to I quarter 2019, increased by 18.5%.




In I quarter 2020, 52.4% of the total number of dwellings whose construction was started was in Vilnius county, 20.3% – in Kaunas county, 14.3% – in Klaipėda county. In I quarter 2020, construction of 109 new non-residential buildings was started. The total floor area of those buildings amounted to 232.4 thousand m² and, compared to I quarter 2019, decreased by 28.5%. In terms of the total floor area, new office buildings (94.1 thousand m²) and industrial buildings (56.8 thousand m²) whose construction was started accounted for the largest share. In terms of the total floor area, 57.6% of all new non-residential buildings whose construction was started were in Vilnius county, 14.6% – Kaunas county, 7.7% – Panevėžys county.


In I quarter 2020, 1,846 building permits were issued for the construction of new buildings, which is by 44.7% more than in I quarter 2019. 1,642 building permits for the construction of new residential buildings were issued, or by 53% more than a year ago. The construction of individual houses predominates in the country: it accounted for 98.9% of all permits issued. Building permits were issued for the construction of 2,075 new individual houses (the planned useful floor area thereof will be by 55.4% larger than in I quarter 2019) and 35 new blocks of flats (their useful floor area will be by 87.5% larger than in I quarter 2019).




In I quarter 2020, 204 building permits for the construction of new non-residential buildings were issued, which is by 0.5% more than in the respective quarter of 2019. The planned total floor area of the non-residential buildings whose construction was authorised is by 21.3% bigger than a year ago. In terms of the total floor area, the largest share of building permits issued were those for the construction of industrial buildings and warehouses (40.7%) and office buildings (16.5%).

Definitions :

Building completed — a building is considered completed when, in accordance with the established procedure, the statements of completion of construction and the declarations on the completion of construction in compliance with design solution are drawn up. The date of signing a statement or a declaration is considered as the date of completion of construction.

Building permit — a document by which the competent authority grants the builder (costumer) the right to implement the building construction project.

Start of construction — the day when the contractor, after the construction site has been accepted from the builder (the customer), started construction works (the works are carried out under a contract) or when the builder (the customer) started construction works on their own account.
