Lithuania scores averagely in TI Government Defense Anti-Corruption Index

Insufficient transparency of internal procedures and defense expenditure are the key anti-corruption challenges in Lithuania's defense sector, Transparency International said on Thursday after assessing 21 NATO members and 12 partner countries' readiness to avoid corruption in the defense sector, reports LETA/BNS.

"Lithuania’s GI ranking in Band C places it in the moderate risk category for corruption in the defense and security sector," the organization said, noting that the country scored worse than neighboring Latvia and Poland.

 

According to the report, there's lack of publicly-accessible information about the quality of work of the Lithuanian Ministry of National Defense' Inspectorate General, responsible for internal anti-corruption control, and its results. It's also unclear how safe is the hot line for reporting possible corruption cases.



 



Corruption risks are also related to defense spending. As Lithuania seeks to increase defense spending to 2% GDP, Transparency International recommends taking measures to ensure higher procurement transparency and monitoring.

 

An increasing number of public tenders in Lithuania receive single offers. Figures from the Public Procurement Service show there was not a single open tender in 2013 and 43% of tenders received only a single offer. There were no open tenders in 2014 as well as the%age of tenders that received only one offer increased to 57%.
