The risks entailed in the internet and digital solutions do not mean that governments should give up developing information society, Roivas said according to spokespeople.

"We can successfully hedge those risks as we are developing digital services," the prime minister said. He said this approach has been one of the mainstays of the development of information society in Estonia.

Roivas attended a meeting of the German Cabinet at Meseberg at the personal invitation of Chancellor Angela Merkel to present the Estonian e-government and the country's experience in cyber security.

He expressed the wish that practical cooperation between the countries would intensify and this would give an impetus to the development of the European digital single market.

"The more countries work together in cyber defense, the more extensively we can take digital services into use," Roivas said. He described cross-border digital services as having significant potential in raising Europe's competitiveness.

The main topics of the German Cabinet's two-day meeting outside Berlin were digitalization, the migrant crisis and integration of refugees.
