Roivas said Estonia is keen to move forward vigorously with the free movement of data also on the level of the European Union to enable cross-border e-services.

"Free movement of data must become a similar fundamental right in the European Union like the free movement of labor, for instance," the prime minister said. The public sector of the member states in collaboration with the European Commission must do their utmost to ensure that free movement of services can actually function in Europe. While obstacles need to be eliminated in the legislation of the different member states to achieve this, one must start from changing the attitude, Roivas said.

The head of government and the EU commissioner also spoke about the topic of startups in the context of the European Commission's strategy for a single internal market for goods and services. Roivas said it is namely startups for whom an European internal market without borders is a good breeding ground. Estonia supports the efforts of the Commission in making the single market of Europe more effective.

The other topics spoken about by the prime minister and the commissioner included sharing economy and cooperation between businesses and  the tax authorities. As a positive example, the prime minister highlighted the readiness of the Estonian Tax Board to work together with service providers to create a framework where the interests of both the state and businesses were taken care of.

Bienkowska is the EU commissioner responsible for the internal market, industry, entrepreneurship, and small and medium sized enterprises.
