Estonia allows only e-procurements starting April

Starting April 2015, Estonia will only start using e-state procurements, and the Ministry of Finance recommends that both suppliers and offerors learn to use the corresponding e-environment, LETA/Public Broadcasting reports.

E-procurements will become mandatory in accordance with the European Directive and the new Public Procurement Act, which is currently being prepared.

 

Starting April 2016, all suppliers have to publish electronic procurement base documents and allow only the electronic submission of tenders.

 

The share of e-state procurements has recently grown considerably – while in 2013, it was 52%, in 2014, it was already 72% of the total number of public procurements. In the first two months of this year, the share of e-procurements has risen to 83%.

 

The Ministry of Finance offers free training and constant support for the better use of state procurements e-environment.
