Black market for cigarettes at 25-28% in Latvia in H1

The State Revenue Service of Latvia reports that illegal cigarettes make up 24.6% to 28.5% of the total retail market in Latvia, according to 2011 year's first half figures.
SRS agents usually remove 16% contraband cigarettes from the market, and point out that a good average in Europe overall is 5-8%, writes LETA.
In 2010, SRS nabbed about 94 million such cigarettes, and the first half total this year already is 54 million, which has averted a EUR 8.1 million loss for the state.
