On procedures for receiving the license to perform commercial carriages in Latvia

Question: What is the procedure to receive a license to perform commercial carriage of goods (blue license)?

Answer: The issuance of special authorizations (blue licenses) to perform commercial carriages is governed by the Cabinet Regulations No.120 “Procedures for issue, cancellation and temporary suspension of special authorizations (licenses) and license cards in relation to road transport vehicles for the goods carriage.” The licensing of the entrepreneurial activity regarding road carriage performed by vehicles and buses is the competence of Road Transport Administration.

 

The special authorizations are issued for a period of 1 to 5 years in respect of the following types of commercial carriage:

 

- commercial carriage of passengers with the use of buses on the territory of Latvia;

- international commercial carriage of passengers with the use of buses;

- commercial carriage of goods with the use of goods-carrying road vehicles on the territory of Latvia;

- international carriage of goods with the use of goods-carrying road vehicles.

 

Special authorization is issued to a company and license cards are issued in respect of each vehicle in order to confirm that a consignor (owner of the vehicle) has received a special authorization (license) for performing commercial carriages. The license cards are issued for a period of 1 to 12 months.

 

A consignor may apply for a special authorization (license) if it meets the following requirements:

 

- sufficient financial means (LVL 6000 for one vehicle plus LVL 3300 for each next vehicle. It may be a bank guarantee in respect of the necessary sum);

- professional competence recognized in the EU countries (a responsible person shall be appointed in the company who will have the relevant certificate to perform activities connected with commercial carriages;

- reputation confirmed by law enforcement bodies.

 

When applying for the license the consignor shall present the following documents:

 

- application form;

- written assurance;

- declaration in respect of financial means;

- receipt confirming paid state fee.

 

Road Transport Administration shall take a decision within 30 days of submitting all necessary documents.
