Border agreement with Russia won't affect Tartu Peace Treaty

The Estonian Legal Chancellor estimates that the Estonian-Russian border agreement in the form it has been proposed now won't violate the validity of the Tartu Peace Treaty as an important part of Estonian statehood and carrier of legal succession, LETA/Public Broadcasting reports.

The Riigikogu foreign affairs committee viewed on Tuesday the position of the Legal Chancellor saying that the Tartu Peace Treaty that is the symbol and "birth certificate" of Estonian legal succession doesn't differ in legal powers from other interstate border agreements named in the Constitution.

 

The Legal Canceller says that this means that the location of the state border between Estonia and Russia can be determined in addition to the Tartu Peace Treaty also with other border agreements, including those that change the Tartu Peace Treaty. When the state border agreement between Estonia and Russia is concluded in the form offered in the draft now, which will change the current Tartu Peace Treaty only in the part that determines the state border, then in the rest of the part, the Tartu Peace Treaty will stay in force, stated the Legal Chancellor.
