Covid-19 state of emergency to be declared in Latvia as of Monday

In order to curb spread of Covid-19, the state of emergency will be declared in Latvia for a time period from November 9 until December 6, according to information at the disposal of LETA.

Such a decision has been made at the joint meeting of the Cabinet of Ministers and the Crisis Management Council today.


During the state of emergency, all public events will be banned. The ban will not refer to outdoor meetings, rallies and pickets.


For private events, not more than ten people from two households will be allowed to get together, with the exception of funerals. More than ten people will be allowed to gather for funerals.

Culture, exhibition venues, sports and religious venues may start work at 6 a.m. and be open until 8 p.m., with the exception of sports centers that can be open until 10 p.m.


All sports events, such as competitions, demonstrations, performances will be banned with the exception of international Olympic sports federation events for adult teams and without spectators. The ban does not refer also to teams playing in top adult leagues.


    During the state of emergency in Latvia, from November 9 until December 6, work of shopping centers will be restricted at weekends, according to the government's decision today.


    At weekends, only grocery stores, pharmacies, veterinarian pharmacies, pet stores, bookstores, newsstands, optical stores, hygiene goods and household stores, telecommunication stores will be opened in shopping centers.


    Stores will have to ensure ten square meters per customer, and masks will be mandatory in stores, and also in market places.


    Services related with entertainment and wellbeing will be banned during the state of emergency from November 9 until December 6, the government decided today.


    Provision of entertainment services in bars, night clubs, discos, water parks, baths, SPA, skating rinks, gambling halls, children parties, entertainment centers, jump parks will be banned. The ban will not refer to nature trails. 


    Public catering places will be allowed to hand out takeaway meals only. These restrictions will not refer to Riga airport and on caterers at preschools and school, as well as workplaces where canteens are not publicly accessible.


    During weekends and public holidays, only grocery stores, pharmacies, veterinarian pharmacies, pet stores, bookstores, newsstands, optical stores, hygiene goods and household stores, telecommunication stores will be opened in shopping centers.


    Also, the government decided to ban beauty care, piercing and tattoo services, except for hairdresser's services for the time of the state of emergency.


    Senior pupils and students whose studies are not related with practical work, will continue distance learning, the government decided at an extraordinary meeting today.


    Distance learning will not refer to preschools, general education programs for grades 1-6, professional and higher educational programs that require practice and that cannot be conducted remotely, clinical practice in residency, educational program at social correction institution Naukseni, and special education institutions with special education programs.


    Adult professional and informal education programs will be held remotely, apart from such programs that require practical skills.


    Extracurricular activities will be held remotely, while only individual classes can be held on site and in person, except for persons from one household or one classroom. Practices of choirs and wind instrument groups are banned.


    The state of emergency can be declared by the Cabinet of Ministers for a certain period of time, which is not longer than three months. The state of emergency can be terminated sooner if the threat is prevented.


    In case of violation of state of emergency rules, an individual may be fined with EUR 10-2,000, while a legal entity with EUR 140-5,000.
