"Pasazieru vilciens" yet to decide whether to buy or lease new trains

The new board of "Pasazieru vilciens" will soon decide whether to buy new trains or lease them, informs NOZARE.LV/LETA reffering to CEO of "Pasazieru vilciens" Andris Lubans.

He indicates that the board will evaluate which option is more advantageous as currently "we are encumbered with the two previous procurement tenders." The first procurement tender dealt with buying new trains for the company, the other with leasing. "We will consider the opportunities to legally return to these procurements. In any case, the long-term leasing model significantly increases the price of the trains. It is expensive, and taking loans will not be cheap," Lubans concluded.


He notes that other options are possible too. "We must decide in the near future, whether it will be a leasing or a purchasing agreement," Lubans says.


Another decision to make concerns the acquisition method for the new trains. So far, the downside of procurement tender was the specific technical requirements on the new trains.


Lubans emphasizes that he wishes to discuss the offer with the tender participants, as each train manufacturer has a finished train prototype, which with little alterations could be offered for an adequate price.
