Tusk said that the Riga Summit has evaluated the EU's accomplishments regarding the Eastern Partnership since the Vilnius Summit, and they are quite a few: association agreements, cooperation agreements, furthermore, cooperation with Eastern Partnership countries is progressing to a "new level".

During the summit, EU member states repeatedly confirmed their readiness to establish special relations also with those countries which have not signed the association agreements, for example, Armenia, as well as to increase cooperation with Belarus.

The European Council president said that taking into account the history of Eastern Partnership countries, the issue of these countries' sovereignty and independence is very important for the EU. "We all confirmed joint interest to develop stronger relations with our Eastern partners in order to help them better oppose the threats and be free from corruption," said Tusk.

According to Tusk, partnership is more than just a sum of bilateral relations, and more than just cooperation between states, as it must also encompass strengthening of the civil society.
