Kemeri Sanatorium auction deemed to not have taken place

Ominasis Latvia insolvency administrator Ainars Kreics has deemed the October 3 Kemeri Sanatorium auction to not have taken place, Latvian Association of Certified Administrators of Insolvency spokeswoman Justine Plumina informed LETA.

One bidder participated in the said auction, which conformed it was ready to acquire the property for EUR 3,000,000. However, the bidder has failed to make the payment within one month after the auction, as stipulated by the law.

 

Thus, the said bidder has also lost the security deposit paid in the amount of EUR 503,771.

 

Kreics plans to decide on further action during a meeting the Ominasis Latvia secured creditors in the near future.


Kreics told LETA that the winner of the October 3 auction was Park Hotel Kemeri – a company that was officially registered on September 16. The sole owner of Park Hotel Kemeri is a Russian citizen, Alexander Gusakov – the owner and founder of Heliopark Group hotel chain.


According to information provided by "Firmas.lv", Gusakov was the sole member of Park Hotel Kemeri board. On October 20, Andrejs Danengirss was elected the second board member.


According to information provided by the State Revenue Service, on October 1, 2014, Danengirss was the tenth largest tax debtor in the country and fourth largest debtor among private individuals. Danengirss' tax debt is EUR 3.47 million.


Meanwhile, Jurmala City Council Chairman Gatis Truksnis (Greens/Farmers) is shocked at the outcome of the auction and emphasizes that the municipality did everything in its power - repeatedly met with French company "Vichy" and signed a protocol of intent with the investors, confirming the municipality's plans to invest more than EUR 10 million in bringing order to the Kemeri Sanatorium's territory. He stressed that Jurmala City Council's administration held a meeting today, during which "Vichy" confirmed its interest in further development of the Kemeri Sanatorium.


"There is no logical explanation to this. Which rational investor would be willing to give half a million euros to the insolvency administrator? I must say with regret that warning bells have started to ring for conservation of the cultural and historical monument. Another winter without any serious conservation works at the Kemeri Sanatorium will be a tragedy to Jurmala. I really hope that the insolvency administrator understands the gravity of the situation and will act promptly. After all - he currently has EUR 503,000, which could be used to conserve and preserve the property," Truksnis said.

 

As reported, the property of the defunct Ominasis Latvia company, including Kemeri Sanatorium complex in Jurmala, was sold at auction for EUR 3 million on October 3, Ominasis Latvia insolvency administrator Ainars Kreics informed LETA.

 

One bidder had applied for the auction and thus acquired the sanatorium. The bidder is a Latvia-registered legal entity, however, Kreics refused to reveal further details, indicating that the winner of the auction must make the payment in one month, after which full information will be presented to the public.

 

A total of five Ominasis Latvia real estate properties in Jurmala and almost 15,000 units of movable property were auctioned. The starting price was EUR 2.9 million.
