Fund Ehitus, TREF Nord win tender to build Tallinn prison

Joint tenderers AS Fund Ehitus and AS TREF Nord have won the tender for the construction of a new prison complex in Tallinn at a cost of 73,899,000 euros and scheduled for completion in August 2018, informs LETA/BNS.

"Our offer was 73.9 million euros. It depends on the state real estate management company RKAS when we'll sign the contract," Fund Ehitus board member Eiki Rump told BNS. He said the tender attracted five offers, the other tenderers being Merko Ehitus Eesti, Rand&Tuulberg, Astlanda Ehitus and Nordecon.

 

The state real estate manager said in a press release it plans to sign the contract in the near future.

 

RKAS has earlier said that is is planned to start construction of the new prison at the beginning of next year and under current plans the complex should be ready at the end of 2018.

 

The prison will be built in Soodevahe village on the territory of the Rae rural municipality. In building the prison complex special attention will be paid to security, energy efficiency and environment friendliness, effective use of space and low maintenance costs.

 

The new prison will be a cell prison and in addition to rooms for inmates it will include an open prison department and a detention facility.

 

The living quarters of the prison will have 512 cells for male and 92 cells for female convicts and detainees, providing altogether 1,208 places for inmates. In addition there will be 16 lock-up cells for males and four for females.

 

Also a new expulsion and internment center will be built up as part of the project.

 

The design of the prison complex that will consist of 14 buildings up to seven stories high with a total net floor area of more than 60,000 square meters was provided by AS Amhold. The complex will be laid out on an area of 261,171 square meters. The overall cost of the development project is around 95 million euros.
