In 2011, 204 calls per 1,000 inhabitants and in 2010, 193 calls per 1,000 inhabitants were made to the emergency medicals services.
The rate was the highest in Ida-Virumaa last year, where emergency medical services were called on 292 occasions per 1,000 inhabitants.
In Estonia's capital Tallinn, 216 calls to emergency medical services per 1,000 inhabitants were made last year.
