Saeima in Latvia passes Healthcare Financing Law in final reading

Saeima in Latvia on November 30th passed the Healthcare Financing Law in the second reading, although no specific amounts have been included in the bill to describe how much healthcare financing will increase in the coming years, reports LETA.

74 MPs voted for the Healthcare Financing Law, 16 were against.


The Health Ministry's bill stipulates that financing for healthcare will increase to 4% of gross domestic product by 2020.


The minimum basket of health services, the cost of which is covered by the state and which are available to all residents regardless of their social contributions, will include acute medical care, childbirth assistance, family physicians' services, and a list of state-compensated drugs. The basket also includes services preventing threats to public health, such as treatment of mental illnesses, tuberculosis, and others.


In order to have access to the full basket of health services, residents will have to have the compulsory state health insurance.


The amount of social contributions will be 1% of the minimum monthly wage next year, which will further increase to 3% in 2019 and 5% in 2020.
