Estonia's public revenue reduced by EUR 31 mln by illegal cigarettes

According to a study conducted by KPMG, the illicit cigarette trade caused a loss of 31 million euros to Estonia in 2015, while the share of black market cigarettes in total consumption fell by 4.1%age points to 14.4%, informs LETA/BNS.

"While the consumption of illicit cigarettes decreased in both the European Union and Estonia last year, the black market still accounts for a substantial part of overall consumption, which in turn reduces tax revenue," head of tax at KPMG Baltics Joel Zernask said.

 

Contraband cigarettes were brought to Estonia last year mostly from Russia and Belarus, it appears from the survey KPMG took for tobacco producers. In all, 1.72 billion cigarettes were consumed in 2015 of which around 0.25 billion were contraband. In turn, illicit cigarettes moved from Estonia to Finland, France and Norway.
