Estonian parliament approves of controversial work ability law

The Estonian parliament adopted on Wednesday with 55 for and 32 against votes the work ability support law that sparked protests and demonstrations of disabled people, LETA/Postimees Online reports.

The law regulates the evaluation of work ability and the terms of allocating and payment of work disability support and is a part of the work ability reform.

 

People with disabilities have held a lot of protest actions against the law, mostly criticizing the fact that the process took place in a hurry and is not thought.


The reform is intended to provide complex help and support to people with damaged health to participate in the labour market, taking into account each person's individual needs and barriers. The approach means that the performance evaluation supports offering suitable labour market services and finding jobs suitable for the health condition.

 

The purpose of the law is to support working of people with reduced work capacity and provide them with an income. The aim is to prevent the loss of ability to work and motivating people to be active in society.

 

During the second reading Riigikogu made amendments, according to which the additional costs incurred in the course of assessing the health and related to the particular needs, will be repaid, if the Unemployment Insurance Fund sends the person to the doctor. Also the marginal rate of income will be raised, sp that the employee benefits with partial work capacity will start to decline. Instead of monthly income of 641 euros a partial reduction in benefits will begin at a salary of 960 euros and above.

 

According to the changes, the Unemployment Insurance Fund has no right to stop payment of disability benefits, until it is found out why its recipient is not actively seeking for a job. Regardless the human activity on the labor market, he should get medical rehabilitation services, reports rus.err.ee.

 

The law shall enter into force on 1 January 2016.
