In Riga, in 2011, the most citations written up and fines set were for violations of public order – 3,316, mostly for smoking in restricted areas, carrying an open alcohol container, and littering.

Olga Veidina from the Riga City Council pointed out that a large number of minors were caught, who smoke and imbibe after school and between classes. "This is the responsibility of parents first and foremost, because we are talking about a child's health," she declared, adding that the fine is such cases is up to LVL 25, informs LETA.

1,857 citations were served on violations of upkeep of municipal territory and buildings.

1,437 persons were fined last year for dodging fares on public transportation.

Citations were also filed for defacing property, i.e. graffiti, but as authorities point out, in these cases it is difficult to nab the guilty parties.
