The Estonian interior minister sent to a round of approvals a draft decree that does not allow issuing a residence permit based only on the membership of a management body of a corporate person or sufficient income at least in the first half of 2012, LETA/National Broadcasting reports.

The interior ministry said that since the legislative environment has not changed since the residence permit scandal that emerged last year, the inspection preceding issuing residence permits does not allow evaluating efficiently enough whether the applications for residence permits based on company board membership and with sufficient legal income are justified.

The ministry is preparing amendments to the aliens' law to solve this problem. In case the amendments can be implemented from the second half of this year, the restrictions determined with the current decree will be abolished from July.

Thus minister Ken-Marti Vaher decided to divide the immigration ceiling for this year, 1,008, to two, 504 permits will be issued till June 30 and the rest from July to the end of the year.
