Estonia picks 4G frequency contest winners

The Estonian Technical Supervision Board (TSB) declared on Wednesday EMT, Elion and two Finnish companies connected to Elisa as the winners of the public contest for 4G frequency permits, LETA/Postimees Online reports.

Six frequency permissions in the 2,500- 2,690 MHz range were on offer. 11 bids by 9 companies were submitted.

 

The objects "FDD 2x20 MHz" winners were Saunalahti Group OYJ, Dial Media OY (both connected to Elisa) and AS EMT.

 

The object "FDD 2x10 MHz" winner was Elion Ettevõtted AS and objects "TDD 20 MHz" (2 objects) winner was AS EMT.

 

TSB said at the same time that the competition is considered completed in each occasion of the permit when the winner has paid the state dues and the frequency permit has been issued. Practices so far indicate that winners of such contest might not always become owners of the frequency permits as they might withdraw their offer or not pay state dues.

 

Estonian telecommunications company Tele2 Estonia announced that it would contest the results of the 4G frequency permits since the winning bids of Elisa’s Finnish subsidiaries were unrealistic, LETA/National Broadcasting reports.

 

"We find that during the contest two clearly fictitious and unrealistic bids by Elisa’s Finnish subsidiaries qualified,” said Tele2 Estonia board chairman Toomas Tiivel.

 

“From the point of view of operators, the conditions of the contest were reasonable but unfortunately there were companies who maliciously took advantage of them and thus obstruct competition. We have reason to believe that these two bids will be withdrawn by bidders,” he said.

 

“If that is not done, Tele2 intends to dispute the results of the contest since we estimate that the conditions of the contest were manipulated.”
