A Latvian expert on port operations, Raivis Veckagans has been appointed as the acting head of the Ukrainian Sea Ports Authority, the Ukrainian Ministry of Infrastructure announced.

The ministry said in the statement that Veckagans had over 16 years of experience in managerial positions at transport and logistics, shipping and finance companies. He has been a board member and the vice-president of Latvian shipping company Latvijas Kugnieciba, a board member of stevedore company Rigas Centralais Terminals and the board chairman of stevedore company Riga Container Terminal.

The Ukrainian Minister of Infrastructure, Volodymyr Omelyan, said that changes in the top management of the Ukrainian Sea Ports Authority was the first step in a vast reform at the country's ports. Optimization of the Authority's structure and personnel is planned. The Ukrainian Sea Ports Authority in its current state "still remains an example of inefficiency, corruption and illegalities," the Ukrainian minister said.

Since Petro Poroshenko became the President of Ukraine in 2014, several foreign experts have been appointed to key offices in the Ukrainian public administration.
