Illegal 'up-front payments' still apparent in government budgets in Latvia

To fill holes in ministry and agency budgets, illegal and economically questionable 'up-front payments' continued to be the case in Latvia in 2014, as a matter of fact they show a serious upward trend, reports LETA, referring to the State Audit Office.

If they totaled EUR 400,000 in 2012, then in 2014, their total was EUR 2.76 million.

 

This information comes from the State Audit Office, along with the assessment that such practice points to deficiencies and shortcomings in overall and short-term budget planning.

 

For example, EUR 55,000 was paid out up-front last year for orders and projects that remain incomplete. Also, EUR 195,000 were paid in taxes – even though the deadline for payment was the following year, in 2015.
