Competition Board: distribution of oil shale resources favours Eesti Energia

Estonian Competition Board estimates that the principles of distribution of oil shale resources favour the state-owned energy giant Eesti Energia, and the system should be changed so that newcomers also had a chance, writes LETA/Public Broadcasting.

Currently the whole allowed annual oil shale mining resource is distributed between four mining companies, while Eesti Energia has the majority of mining permits.

 

"The currently valid Earth Deposits Act gives a clear preference in distributing new resources to companies that have mining permits now," said the Competition Board.

 

The board said that the currently valid advantages should be abolished and new permits issued on the basis of transparent bidding. The board's chief Märt Ots said that the first wider possibility to issue new permits comes in 2020 but now is the time to start working on the issue.
