Gazprom applies UN legal body for reform in Lietuvos Dujos

In order to protect its investment and hamper the gas sector reform in Lithuania, Russian natural gas giant Gazprom Thursday applied UNCITRAL, the United Nations core legal body in commercial law. Gazprom's representative informed the Lithuanian Government Thursday, during a meeting of the Board of Lietuvos Dujos (Lithuanian Gas) when participants voted on the unbundling of Lietuvos Dujos activities under Lithuanian laws.

In Gazprom's report, UNCITRAL, the core legal body of the UN system in the field of international trade law, is called an international arbitrage; however, the body does not look into any commercial disputes, writes LETA/ELTA.

As reported, last year, Gazprom applied the international arbitrage in Stockholm over proceedings against the Board of Lietuvos Dujos members, initiated by the Lithuanian Ministry of Energy. Gazprom say that the agreements reached in a February 27 meeting with representatives of the Lithuanian Government and the European Commission were not implemented. It was agreed, as stated in Gazprom's present report, "to continue dialogue on the application of the EU Third Energy Packet in Lietuvos Dujos. It was also decided to draft a detailed list of questions and a plan on cooperation in the natural gas sector".

As reported, Lithuania and senior European Union officials on Monday sat down for talks with the Gazprom. Lithuanian officials described as "constructive" the talks attended by Lithuanian Prime Minister Andrius Kubilius, Gazprom export chief Alexander Medvedev and Philip Lowe, the European Commission's Director-General for Energy.

"It was agreed to meet again by the end of March," the government statement said, without elaborating.

Gazprom owns 37.1%, and Germany's E.ON Ruhrgas holds another 38.9% stake in Lietuvos Dujos, while the government has 17.7%.
