Renewable energy charge in Estonia to climb to 0.96 cents

The renewable energy charge in Estonia will rise by 0.07 cents to 0.96 cents per kilowatt-hour next year exclusive of VAT, the transmission system operator Elering said on Monday, cites LETA.

The amount of wind energy on which support is paid has increased by 50 gigawatt-hours to 574 GWh in the past 12 months. The amount of energy produced from biomass grew by 11 GWh and the amount of energy produced from biogas by eight GWh. The amount of hydro energy eligible for the renewable energy subsidy meanwhile declined by 6 GWh, Elering said in a press release.

 

According to estimates, the amount of renewable energy eligible for support will be 1.26 terawatt-hours and the amount of electricity produced in high efficiency cogeneration mode 165 gigawatt-hours next year. The sum total to be paid out in renewable energy subsidy is estimated to be 67.4 million euros and the sum total of payments of efficient CHP subsidy 5.3 million euros in 2016. 

 

Of the renewable energy subsidy 48% is to be paid in support of electric energy generated by wind turbines, 42% in support of electric energy generated by big biomass fueled electric power stations and 10% in support of electric energy generated by plants powered by hydro energy, solar energy or biogas, as well as by small power stations using biomass.

 

According to the Electricity Market Act, Elering has an obligation to compile and publish by Dec. 1 of every year the size of the renewable energy charge for the following year. The calculations are based on the estimated capacities of electric energy produced from renewable sources or in efficient CHP mode and the sum total of their subsidies, estimated consumer consumption for the next calendar year, and the surplus and shortfall of monies in the previous period.

 

Subsidies paid to the renewable energy producers are financed by electricity consumers through the renewable energy charge, paid by every end user in Estonia in accordance to their network service capacity. Elering acts as a payment agency by collecting the renewable energy charge from consumers and paying renewable energy subsidies to electricity producers in accordance to the conditions and subsidy levels set out by law.

 

VAT is added to the renewable energy charge.
