The agreement involves bilateral co-operation between Estonia and Russia in readmitting foreigners to their country of citizenship or of residence.

“During the past few years, the number of illegal immigrants has grown and hence the existence of the implementing protocol that defines the activities of both countries’ authorities is increasingly important,” said the Deputy Secretary General of the Ministry of Internal Affairs in charge of internal security Erkki Koort. He noted that signing of the implementing protocol was a positive step in the relations between Estonia and Russia.

Estonia started negotiations over the text of the implementing protocol with Russia in May 2008.

On Russia’s behalf, the protocol was signed by the Deputy Director of Russia’s Federal Migration Service Nikolai Smorodin.
