Russia says vice governor suspected of graft holds Estonian residence permit

"Searches are being conducted at the suspect's place of residence and place of work. At Kuznetsov's office an ID-card issued to him by the authorities of Estonia was found, which demonstrates that he held an Estonian residence permit," Russian Investigative Committee spokesperson Svetlana Petrenko told Interfax.
Kuznetsov is suspected of taking a bribe for helping a business company win a tender to build a medical center, Petrenko said.
"The main investigative directorate of the Russian Investigative Committee has opened a criminal case against Pskov region Deputy Governor Alexander Kuznetsov for accepting a major bribe," the spokesperson said.
The investigation has determined that the manager of a construction company gave Kuznetsov a house in Pskov as a bribe in 2013, undervaluing it by at least 1.5 mln rubles, for securing a commercial association's win in a tender to conclude a state contract for building a medical institution in the Pskov region, she said.
