During a visit to Ukraine by County Governor Ulla Preeden and Karin Viljus, chief youth work specialist at the county government, the underlying idea of the project was agreed about, which is supporting democratic development through international youth cooperation, spokespeople for the county government said.

"While it's true that aims and objectives can be set out in documents, the desire for their implementation, development and democratic governance is achieved through people," Preeden said. She said both sides regard promoting communication between young people through cooperation and sharing of experience as important.

In the course of the visit the representatives of Polva county met with Alexei Rakoid, the new head of the administration of Kulikovka who assumed the duties in the early autumn of 2015, as well as with teachers and pupils of the Gorbovo school in Kulikovka. The idea of the project, the activities to be carried out, the duties and responsibilities of both sides were agreed about together.

To carry out the project, the Polva county government will file a project application with the Foreign Ministry under the open call for proposals in development cooperation.
