On 17 February, Edgars Rinkevics ,the Minister of Foreign Affairs, in a telephone conversation with the Secretary General of the Organisation for Security and Cooperation in Europe (OSCE), Lamberto Zannier, discussed the security situation in eastern Ukraine, and the developments in the town of Debaltseve in particular, informs LETA.

Lamberto Zannier.

There was general agreement that notwithstanding the understandings reached in the Normandy format in Minsk regarding the ceasefire in eastern Ukraine and the work of the OSCE Special Monitoring Mission in the zone of hostilities, the peace in the east of Ukraine remains fragile.

Edgars Rinkevics and Lamberto Zannier concurred that the OSCE experts must receive immediate and unimpeded access to monitor the ceasefire. The OSCE observers are currently prevented from moving freely in the Donbas region and, in addition, their access to Debaltseve has been completely denied. Latvia will be contributing to the OSCE Special Monitoring Mission in the eastern Ukraine, and closely cooperating with it.

Eight experts from Latvia are currently taking part in the OSCE Special Monitoring Mission in Ukraine.
