Corruption Prevention Bureau detains former Riga and Jurmala mayor Andrejs Inkulis

The Corruption Prevention Bureau's officers yesterday detained former Riga and Jurmala mayor, now council chairman at the joint-stock company Eldikrija, Andrejs Inkulis, as LETA has just found out.
Inkulis was detained at the company's offices yesterday; it is possible that the offices then were searched by the Corruption Prevention Bureau's officers.
nkulis (born in 1941), was Riga mayor from 1990 to 1992, and Jurmala acting mayor from 1994 to 1997.
According to LETA files, Inkulis was one of the persons who signed a letter to then President Guntis Ulmanis and Prime Minister Maris Gailis in October 1994, asking that underworld kingpin Ivans Haritonovs be released from custody.
In 1995, Inkulis turned to the Citizenship and Migration Affairs Office, asking that residence permit be prolonged for businessman Viktors Tobengauzs, whose company Kings Motor Oils ASV was accused of large-scale fraud.
In 1996, Inkulis was criticized for permitting the company Gulfstream to continue its business in Majori hotel in Jurmala, which made it possible for Gulfstream to cheat Jurmala out of large amounts of money on several occasions.
In 1999, Riga Jurisdiction Prosecutor's Office charged Inkulis with large-scale misappropriation of property. According to the charges, Inkulis, bypassing the Jurmala City Council, had underwritten a guarantee for company Dita owner Andris Tiltnieks, so the latter could take out a LVL 150,000 loan from Parex Banka. Jurmala Court acquitted Inkulis in 2000.
Inkulis is member of several non-governmental organizations and works as council chairman at the property company Eldikrija, which belongs to Estonia's Fenniger.
