Girgens said that the inclusion of Russian businessman Shishkhanov on Latvia's persona non grata list is based on an assessment from state security services, and that Shishkhanov has the right to appeal the decision.
As reported, the State Revenue Service (SRS) has initiated criminal proceedings for the payment of "envelope salaries" at Latvian football Ventspils, and several searches have taken place as part of the investigation at the offices and residences of the club's management and ownership.
Latvian television TV3 previously reported that Shishkhanov has been deemed a suspect in the criminal process.
Shishkhanov has been charged with similar crimes in Moldova as well.
Shishkhanov's name has also been mentioned with match-fixing incidents in Moldova in the past as well, according to TV3.
