Latvian government supports purchase of new ambulances without outside service providers

The Cabinet of Ministers in Latvia is scheduled to debate the matter of procurement of the Emergency Medical Services/EMS ambulance fleet today – without involving an outside service provider, informs LETA.

The ministers are set to review a letter where it is explained why an outside service provider has been utilized previously, and factors now indicating favorable purchase bypassing outside services.

 

The Ministry of Health has estimated that by using an outside provider, in the next seven years, a total of EUR 4.8 million will be economized. For EMS to take over the ambulance fleet (based in Riga regional center), an additional EUR 2.26 million will be required.

 

At the same time, the Ministry of Health names a number of risks associated with the services of an external provider, for example, the possible bankruptcy of the provider, the insufficient number of transport or deterioration that may affect the quality of emergency care.

 

Considering these factors, the government reports that supports providing immediate medical transport for the Riga region without the involvement of an external provider since May 2015. In 2015, the cars will be purchased in leasing from the budget, and in 2016 and 2017 it is planned to involve the EU funds for this purpose.

 

Since 2010, transportation services in Riga region are rendered by JSC "Riga carpool ambulance." Contract ends in April 2015, and EMS has announced a new competition to provide these services for a period of 7 years. The amount of the contract is 52.5 EUR million.
