Estonia terminates construction contract with Koidula border station developer

The Estonian Riigi Kinnisvara AS (State Real Estate Company, RKAS) severed the contract with consortium Koger & Partnerid AS and AS Eltron for designing and construction of buildings and electrical systems of the Koidula border railway station.

Koidula’s project director Urmas Leinfeld said that there is serious delay in the construction of the railway station building and customs and veterinary warehouse building as well as the work was behind schedule in several other objects. “Naturally the decision of termination is not easy for us either. The abovementioned serious violations of contract were not settled in the extra 30 day period granted by RKAS which is why RKAS was forced to withdraw from the contract,” he said.

 

Leinfeld said that RKAS will have to declare a new procurement in the near future to complete the unfinished construction work to make sure that the deadline of completing the station, July 1, 2011 would still be realistic, writes LETA.

 

RKAS concluded a contract amounting to 63.9 mln kroons with AS Koger ja Partnerid and AS Eltron on April 30, 2009.

 

The Koidula railway customs station at the Estonian-Russian border is one of the biggest construction projects in Estonia in recent years, with an estimated cost of 1 billion kroons. The Koidula station will rejoin the Valga-Koidula-Tartu railway triangle and enable to relaunch transit traffic in the Koidula-Valga-Riga direction. The railway customs station should be completed in July 2011 and it should be able to service over 40 trains a day.
