Portal "Pietiek.com", however, points out that the company to supply the freight cars may have already been decided. Bids will be accepted for just two weeks, which, according to various experts, can only be accomplished if a bidder has been informed beforehand, writes LETA.
LDz Cargo and Latvijas Dzelzcels, on the other hand, believe that organizing the tender was not mandatory at all and the reproaches about the limited period for the submission of bids are unfounded, since LDz Cargo is not part to public procurement. LDz Cargo is looking for the best price and most beneficial offer, said Latvijas Dzelzcels spokesperson Antra Birzule.
LDz Cargo is a subsidiary of a state-owned company, therefore the tender was discussed with both Latvijas Dzelzcels and Transport Ministry, which took quite some time. In the meantime, the prices of metal products on global markets have been growing, and freight cars are getting more expensive every day. Therefore LDz Cargo must purchase them as soon as possible. Lithuanian and Estonian railroad companies also intend to buy additional freight cars, and now the race is on, said Birzule.
