Levits promulgates bill on dissolution of Riga City Council

President Egils Levits today promulgated a bill on dissolution of the Riga City Council, which Saeima had endorsed on February 13, reported LETA.

According to law, emergency municipal elections must be organized within two months since the respective local government is dismissed, and it is planned that the emergency Riga elections will be held on April 25.


After the dissolution of the Riga City Council, a provisional council will fulfill the functions of the city council until the first meeting of the newly elected city council. Members of the provisional administration are selected on the basis of their past experience in public administration, their reputation and education, to ensure that the interim administration is able to operate effectively and meet the strategic and operational challenges faced by the local government.


The head of the provisional administration will be the Environmental Protection and Regional Development Ministry's State Secretary Edvins Balsevics. Finance Ministry Legal Department's head Artis Lapins will be Balsevics' deputy, while the third member of the provisional administration will be Aleksejs Remesovs, deputy director of the Justice Ministry's Legal Department.


The head of the provisional administration will act as the Riga mayor, while his deputy will act as the vice mayor.


The Central Election Commission previously told Saeima that the cost of the emergency elections could amount to EUR 571,582.
