Estonian tax authority launches Cybernetica digital tariff system

The Estonian Tax and Customs Board has since Apr. 20 been using the Estonian Master Tariff System (EMTS), an information system developed by Cybernetica, which provides business operators with a simplified overview of the requirements to be complied with and taxes to be paid on the export and import of goods, reports LETA/BNS.

"For the business operator the major innovation is the EMTS smartphone app, which is the first in Europe. This app enables users to search through nearly 20,000 commodity codes to find the right one, and to do this also by means of a text search. In addition, the system will notify whether the goods have any special requirements and what taxes and duties apply," Urmas Koidu, head of the department for customs organization at the Tax and Customs Board, said in a press release.


According to Urmo Braun, project manager at Cybernetica, the main focus during development was on user experience and ease of use. "The Estonian Tax and Customs Board has always been a very innovation-oriented partner for us and this project sets a fine example of this," Braun said. "In addition to added functionalities, we have put an emphasis on convenience of services and user comfort," Braun added.


The EMTS information system was developed by Cybernetica in cooperation with Arctic Group. In addition to the current developments, the option for automatic exchange between EMTS and the systems owned by businesses via the X-Road data exchange platform will be further developed this year.


Cybernetica is an information and communication technologies company specializing in cyber security, high tech hardware and software development that has its origins in the Institute of Cybernetics at the Tallinn University of Technology, which was established in 1960.
