Public consultation on advisory services for Lithuanian airports concession project

The Lithuanian government is seeking to appoint technical, financial and legal advisers to assist in the development and implementation of Lithuanian airports concession project. Therefore, a public consultation regarding the advisory services for the concessions project has been announced, reported BC chief project manager for PPP Irmantas Butkauskas.

The three main Lithuanian international airports – Vilnius, Kaunas and Palanga – were merged into a single state enterprise called Lithuanian Airports in 2014. According to the Ministry of Transport and Communication, operational efficiency of the airports has increased by 11% since. Even greater benefits could be achieved by implementing the Lithuanian airport concession project. The Lithuanian government seeks for development and modernization of the airports together with improvement and expansion of the airports’ services and connectivity to all three airports mentioned, ensuring that the required infrastructure stays state-owned. 

 

Tadas Jagminas, director of the Project Management Department of Invest Lithuania, says that technical, legal, and financial consultants who have already been involved in financially closed airport PPPs or concessions are critical to the success of Lithuanian airports concessions project. Experienced consultants will be responsible for leading all of the Lithuanian airport concessions development process and adapting best international practices to make this project viable to both public and private sides as well as potential financiers. Thus, as the scope of the services still might be adjusted by including additional services and the contracting authority still seeks advice about preferences regarding the remuneration structure, Tadas Jagminas encourages all interested parties to provide their proposals and comments on the draft technical specification for consultancy services.
