The outcome of Vilnius Western bypass construction tender appealed by 2 companies

The move is seen not as competition but rather as intrigues because the companies did not even take part in the tender. Vilnius Western bypass could have been completed already in 2016, but now this is unlikely.
First stage - Southern bypass (purple, completed 2008)
Second stage - First part of
western bypass (yellow, existing, under reconstruction 2009-2010)
Third stage - Western bypass
(blue, under construction 2009-2010) (construction planned 2010-2012)
Fourth stage - Northern bypass
(orange, planned)
Kauno Tiltai won the tender announced by Vilnius City Municipality but cannot sign an agreement and begin the construction because two companies appealed to the court asking to suspend the procedure.
The Court of Appeal of Lithuania did stop the tender, however it is strange that the complaining companies, Latvijas Tilti and Kauno Keliai, did not participate in the tender.
