Two Lithuanian companies participating in Lukiskes prison relocation tender
City Service was previously removed from the competition taking into account the cost it proposed but not the technical specifications. The decision over its further participation should be made later on Tuesday.
The tender to relocate the prison, and later the remand prison as well, was launched in 2012 under private and public partnership project. The construction of the new prison in Pravieniskes should be completed in 2016 (although it was planned to be completed in 2014 – ELTA). Those facing life imprisonment or lengthy sentences will be moved to the new facility.
In November 2013 City Service and Realco Statybos consortium referred to the Ministry of Justice requesting to cancel the tender and to suspend members of the public tender commission, ostensibly because of corruption. City Service then said it proposed to relocate the prison for LTL 45 million (EUR 13 million) less than others, but was removed from the competition because its Excel spreadsheet was rejected.
The company says that after the public procurement commission recalculated the amount arbitrary, the offer turned to be the most expensive of all. The Court of Appeal ruled in favour of the court of first instance and allowed to continue with the tender.
