On 1 September, 2014, participants in the National Courts Administration project to design, build, finance and maintain a new court building in Vilnius presented three technical solutions. The following three companies are participating in the tender, named the “Development and Maintenance of the Infrastructure of Courts Operating in Vilnius”: UAB Partnerystės Projektai Du, UAB Pilies Projektai, and UAB Teikonta.

“The project covers not only the construction of the building, but also its maintenance for 20 years. We are happy to see that the participating companies have looked deeply into the details and requirements of the project. This allows us to better understand and foresee the management of the infrastructure for the entire 20-year period, and at the same time the state is able to plan and use funds effectively,” said Linas Petravičius, manager of the project and chief specialist at the Strategic Planning Department of the National Court Administration.

The project has now entered a new stage according to Jonas Kimontas, PPP group manager at Invest Lithuania, the agency acting as consultants on the project. “In September, the assessment of how the technical solutions meet the requirements will be carried out. The companies that meet the requirements will be selected to progress to the competitive dialogue. During the dialogue, technical, financial and legal issues regarding the implementation of the project will be discussed”.

The winner of the tender will deliver a modern building for the Vilnius Regional Court, the Court of Appeal of Lithuania, the Supreme Court of Lithuania, and the National Court Administration, to move in 2017.

This project is one of many PPP projects currently being implemented in Lithuania. An operator for a project to modernise and operate Vilnius’ street lighting system has already been chosen – Italian company Gemmo. The financial close has also nearly been reached. A project to develop Vilnius’ Police Station is at the stage of selecting an investor, with three companies in competitive dialogue. And finally, four participants have recently submitted applications to participate in the Parking concession project.
