At the same time, Zalans points out that it is necessary to build a modern concert hall in Riga, which could host acoustic concerts by symphony orchestras. He also supports international experts' conclusion in favor of a concert hall construction project offered by the architect offices Silis, Zabers un Klava, and believes that the construction of the concert hall can only begin after the economic development resumes in Latvia.

Prime Minister Ivars Godmanis (Latvia's First Party/Latvia's Way) has also underlined that not only this year, but also in 2010 and 2011 the state will probably be not able to allocate any funds for the concert hall construction project.
