Loophole in law used to "rent" liquor at night in Latvian Bauska

BC, Riga, 15.07.2014.Print version
Latvian newspaper Diena informs that in spite of prohibition to sell alcoholic beverages during the night, a group of keen businessmen from Bauska have taken advantage of a flaw in the law, therefore they are selling liquor also after 10 p.m., reports LETA.

After reading about this offer in local newspaper "Bauskas Dzive", several inhabitants of the town dialed the "liquor service" number placed in the paper and ordered the beverages. The spokesperson of the new late-hour liquor selling business, when called on the company phone, introduced himself as the employee of the company Alcoclub and emphasized that it operates only from 10 p.m. till 8 a.m. – the hours during which liquor sales are prohibited.

A reporter called the company and asked to deliver a bottle of the rum "Casino" to Jauncode, a village near Bauska – it cost EUR 25. Also the reporter learned that the liquor service offers an exclusive opportunity to return the same purchased liquor bottle for money back, that is, if the customer has not consumed the product. The fee for delivery in the area of Bauska is EUR 2. Delivery to Iecava, which is 20 kilometers from Bauska costs EUR 5. The company also makes deliveries to further places, such as Jelgava, which in this case costs EUR 15.

The company started to offer the new service during a country music festival where promotional flyers were handed out to people who were on their way to the event.

Dzintars Lenbergs, the head of the Public Policy Department of the Bauska County Municipality, explained that according to rules of the Cabinet of Ministers of the Republic of Latvia, that a sticker on a car is not considered portable advertisement and its placing does not have to comply with the municipality, and a car with such sticker can be parked at the street for an unrestricted time.

The Chief of the Bauska Police Station Ainars Stankevics stressed that the police watch the "business" and the staff of the liquor-selling company. The Excise Goods Department of State Revenue Service will comment on this matter in Bauska next week.
