The memorandum was signed by the Estonian Ministry of Social Affairs and the People's Republic of China Public Health and Family Planning Committee, represented by Deputy Health Minister Sun Zhigang.

Health and Labour Minister Rannar Vassiljev said that the wider goal of the document is health promotion, and it provides a framework for cooperation between the two countries. "Since Estonia and China have different sizes, we have many areas, in which we can be useful to one another, and share the relevant experience in the field of health and medicine," said Vassiljev.

"For example, Estonia is interested e-health area, in which also China has been active. The Chinese representatives were interested in the Estonian health insurance system," said the minister.
