Ombudsmen of Lithuanian Seimas receive record number of complaints in 2013

2013 was the record year for ombudsmen of Lithuania's Parliament who received 1,846 complaints, the most in the last seven years, informs LETA/ELTA.

The statistics were reflected in the activity report for 2013 presented to the Parliamentary Committee on Human Rights by the Parliament's Ombudsmen Augustinas Normantas and Raimondas Sukys.

 

1,382 complaints were related to activities of officials of state institutions and 628 to officials of municipal institutions (of which 164 instances were related to both state and municipal officials).

 

In 2013, 29% of complaints were found to be valid, i.e. inquiries determined instances of red-tape, misuse of powers by officials or violation of human rights.

 

44% of complaints were found to be unreasoned, i.e. the described facts of improper administration were not confirmed.

 

Inquiries were terminated in 27% of cases, because applicants withdrew complaints, or it came to light that complaints were being heard in court, or due to similar circumstances.

 

It was revealed that in 2013 the most complaints were related to actions of officers of detention facilities (490 or 28% of inquiries). However, only 12% of such complaints were deemed reasoned. The second institution complained the most about was the Ministry of Agriculture and its underlying entities (241 complaints).

 

Next, more than half of complaints (51%) on the actions of the Ministry of Environment and institutions under it were found to be valid. This is the largest proportion of valid complaints compared to all other state institutions.

 

Augustinas Normantas noted that institutions have changed their position and take ombudsmen's recommendations more seriously, now 91% of recommendations are implemented compared to 70% in 2012.
