Usakovs will not replace committee heads, since all of them enjoy strong voter support and have been re-elected to the Riga City Council.
In regard to building insulation, Usakovs promises that Riga municipal housing company Rigas namu parvaldnieks will work hard to convince residents about the necessity of insulating homes.
Usakovs also promises that the city's budget deficit will not exceed 3 percent during the next four years.
