Committee aims to increase Riigikogu’s role in deciding matters about ESM in Estonia

The Riigikogu Committee on Constitutional Affairs proposed to amend the draft law on ratifying and implementing the European Stability Mechanism’s Founding Treaty so that Riigikogu would have a greater role in making decisions over granting aid from the ESM reserves, writes LETA/National Broadcasting.

The committee reported that at its meeting on Monday, it mostly focussed on discussing processing the draft decisions to grant stability grants within Estonia.

 

Members of the Committee on Constitutional Affairs are of the opinion that the processing mechanism proposed by the Government violates the mandate of Riigikogu. According to the current draft, the Government first presents the draft decision for granting stability aid to the Riigikogu Committee on European Union Affairs which would have the option to include the plenary assembly of the Parliament into making the decision.

 

The committee found that it would be more in line with the Constitution to enact that the Government would present the draft decision to Riigikogu along with an explanatory memorandum and then the Board of Riigikogu would make a decision on the processing procedure for the decision.
